The following statement by Mr. Fred Young, CEO of Methodist Health System Foundation, Inc., underscores the dramatic difference made by the Mississippi River floodwaters at Methodist Hospital in New Orleans East: 

"The storm was over and everybody was . . . surveying the damage, and it was basically very little. . . . Part of a roof came off. There was a lot of wind damage, but not to the point where the facility would have had to have been closed and then inoperable. And then all of a sudden, the water started rising and it was just a complete disaster. . .You can never be totally prepared, I think in terms of my knowledge of the policy, procedures, and planning the hospital had in place . . . In terms of the disaster, there is no way to contemplate what happened nor am I aware of any planning in any hospital in the state of Louisiana for that type of mass flooding. So, we’d have to say in essence everybody flunked, but it was not their fault."
